VINNYTSIA CITY TERRITORIAL COMMUNITY
Vinnytsia City Territorial Community is a major administrative and economic centre of Podillia, with a diversified economic structure.
The food industry forms the backbone of the community’s industrial potential and is closely linked to the region’s agricultural sector. Mechanical engineering is another important area of innovative development. Local enterprises manufacture refrigeration equipment, electrical systems, metal structures and agricultural machinery.
Six industrial parks operate within the community, contributing to investment attraction and the creation of new jobs. As a result, Vinnytsia combines modern infrastructure, strong economic momentum and significant potential for international partnerships and innovation-driven development.
● Area: 265.35 km²
● Settlements: 9 settlements: the city of Vinnytsia, the urban-type settlement of Desna, and 7 villages: Velyki Krushlyntsi, Mali Krushlyntsi, Vinnytski Khutory, Havryshivka, Pysarivka, Stadnytsia and Shchitky.
● Population: 431,319 people, including 43,880 internally displaced persons (IDPs).
Municipal Non-Profit Enterprise “Vinnytsia City Clinical Hospital ‘Mother and Child Centre’” is classified as a general hospital within the capable network of the hospital district and provides primary and specialised medical care. Its structure integrates outpatient and inpatient obstetric and gynaecological, paediatric, rehabilitation and palliative care services. Its core mission is to provide the population with qualified, accessible, high-quality and high-tech medical care 24/7.
In accordance with the approved patient referral pathway in Vinnytsia Region, planned and emergency inpatient and outpatient care is provided to children from the Vinnytsia City Territorial Community, women from the city’s Left-Bank District, and pregnant women from Vinnytsia experiencing preterm labour. Based on the principles of extraterritoriality and budget neutrality, medical services are also provided to patients from Vinnytsia Region and other regions of Ukraine.
The facility includes a Level II Perinatal Centre, a gynaecology department providing minimally invasive surgery, the city’s only children’s inpatient department, an outpatient service with specialised paediatric specialists, the City Clinical Centre for Medical Rehabilitation, a clinical laboratory, and a diagnostic department.
ESTABLISHED ECOSYSTEM ANDSTRONG PATIENT BASE
By investing in the establishment of an Assisted Reproductive Technology (ART) Department at the Mother and Child Centre, the investor is not simply purchasing medical equipment but becoming integrated into an established ecosystem with a 30-year reputation, a guaranteed patient flow and state financial support through the National Health Service of Ukraine (NHSU), reducing investment risks to virtually zero.
FINANCIAL STABILITY ANDRISK DIVERSIFICATION
Guaranteed state funding:The facility is deeply integrated into Ukraine’s healthcare reform and has 15 contracted service packages with the National Health Service of Ukraine (NHSU) under the Programme of Medical Guarantees. This provides a stable financial foundation and covers basic operating costs.
High level of risk diversification:The facility’s multidisciplinary profile — gynaecology, maternity care, paediatrics, rehabilitation and outpatient care — mitigates seasonal fluctuations in demand and the risk of declining profitability in individual areas of medical care. The facility also provides paid medical services.
EXPERIENCE IN ATTRACTING ANDIMPLEMENTING INVESTMENTS
The KUSANONE Project — Grant Assistance for Grassroots Human Security Projects has been successfully implemented. The programme was established by the Government of Japan to provide non-repayable financial assistance to local communities and non-profit organisations to address urgent social challenges and meet people’s basic needs. The total amount of funds utilised was UAH 3,561,218.20.

A project was also implemented for the major renovation of the fourth floor of the maternity hospital, covering 1,060 m², and the establishment of a modern mother-and-child rooming-in department. The total project cost amounted to UAH 27,497.45 thousand.
The implementation of this project has a long-term strategic mission: to significantly expand the range of services, integrate them into the facility’s existing operational processes, leverage the established patient base and provide a full cycle of care that supports patient retention and encourages the use of additional services.
To demonstrate that the community is active, resilient and moving forward. ReBuild Ukraine 2026 is an excellent opportunity to find partners, establish new connections and attract investors to strategic projects that will strengthen the foundations for the prosperity of the community and Ukraine. To present the capabilities of the Vinnytsia City Territorial Community in healthcare and rehabilitation, engage international partners and donors in projects aimed at modernising medical infrastructure and developing rehabilitation services, exchange experience, and identify modern solutions for the recovery and further development of the community’s healthcare system.
