The Sumy City Territorial Community is the administrative center of Sumy Region. Despite security challenges, the community ensures the stable operation of critical infrastructure and is actively implementing projects focused on recovery, energy resilience, digital transformation, and international cooperation. The community has significant industrial, educational, and scientific potential and is open to new partnerships and investment.

The Sumy City Territorial Community is located in northeastern Ukraine and is the administrative center of Sumy Region. Important road and rail transport routes pass through the community, providing connections with Kyiv, Kharkiv, Poltava, and other regions of Ukraine.
The Psel, Sumka, and Strilka rivers flow through the community, and extensive forest areas create potential for the implementation of environmental, recreational, and infrastructure projects. At the same time, the community’s border location determines its important role in implementing international initiatives aimed at recovery, resilience, and sustainable development.

Municipal Non-Profit Enterprise “St. Panteleimon Clinical Hospital” of the Sumy City Council is a multidisciplinary healthcare facility providing specialized inpatient and outpatient medical care to the population of the Sumy City Territorial Community and the region.
The hospital provides round-the-clock medical care and carries out the diagnosis, treatment, and rehabilitation of patients. Under martial law, the facility plays an important role in providing medical care to those affected by armed aggression and ensuring the continuous operation of the region’s healthcare system.

The Enterprise serves as a scientific and educational base for internships for students of the Medical Institute of Sumy State University, medical colleges, and physicians from healthcare institutions across the region.

Municipal Non-Profit Enterprise of the Sumy Regional Council “Regional Clinical Perinatal Center” is a unique and the only supra-cluster municipal healthcare institution in Sumy Region specializing in highly specialized medical care for mothers and newborns.

The Enterprise is a single-specialty facility that provides care for women at high perinatal risk, including those with complicated pregnancies and concomitant therapeutic conditions. It provides management of complicated pregnancies and deliveries, medical care for preterm births between 22 and 36 weeks of gestation, as well as treatment and specialized care for critically ill and premature newborns, including extremely preterm infants.

Another key objective is to explore modern technologies, equipment, and solutions for the reconstruction of healthcare facilities and improving the quality of medical and rehabilitation services in the community.

Stationary Angiography System with 3D Visualization, 3D Mapping, and a Flat-Panel CT Package

Estimated project cost: UAH 50,000,000

Project Objective: Establishing a modern high-tech center for endovascular diagnostics and treatment at the Municipal Non-Profit Enterprise “Central City Clinical Hospital” of the Sumy City Council through the purchase and commissioning of a stationary angiography system with advanced 3D visualization, 3D mapping, and flat-panel CT capabilities.
Key project objectives: equipping the hospital with modern technology for accurate diagnosis and treatment of vascular diseases; developing minimally invasive medical procedures; increasing access to high-tech interventions for the population of the Sumy community and region; reducing the need to refer patients to other regions; and strengthening the facility’s technological capacity and competitiveness.
Expected results: commissioning of a modern angiography system; expansion of the range of high-tech medical services; increased access to endovascular interventions; improved diagnostic accuracy and treatment effectiveness. In the long term, the project will help reduce the need for patients to seek treatment outside the region, improve the quality and safety of medical care, develop human resources, and strengthen the role of the Municipal Non-Profit Enterprise “Central City Clinical Hospital” of the Sumy City Council as one of the region’s leading multidisciplinary healthcare facilities.

Reconstruction of the Emergency Medical Department of the Municipal Non-Profit Enterprise “St. Panteleimon Clinical Hospital” of the Sumy City Council

Estimated project cost: EUR 1,520,000

Project Objective: Increasing the number of patients through additional patient flow to the trauma unit and the transportation of patients by ambulance.
The quality of medical care for patients with acute stroke and myocardial infarction will be significantly improved. The renovation and re-equipment of the emergency department will enable the establishment of a stroke center.

“Flame of Life” Polytrauma Center

Estimated project cost: UAH 115,000 thousand, including UAH 76,397 thousand for medical equipment and machinery.

Project Objective: Establishing a Polytrauma Center will enable the provision of highly specialized medical care to patients with all types of severe injuries, including blast injuries, combined injuries, and burns. Specialists from the Burn Center, the only specialized unit of its kind in the region, will be involved in the Center’s operations.
Combining the capabilities of the Polytrauma Center and the Burn Center will ensure a comprehensive continuum of care — from emergency admission and diagnostics to surgical treatment, intensive care, reconstructive procedures, and subsequent patient rehabilitation. This will help improve the quality and accessibility of medical care for patients with severe injuries and reduce the need to transport them to healthcare facilities in other regions.
