Community Profile
The Kropyvnytskyi Urban Territorial Community is located in the geographical center of Ukraine and serves as the administrative, cultural, and economic hub of Kirovohrad Region. Kropyvnytskyi has a unique cultural identity as the birthplace of Ukrainian professional theatre, closely associated with Marko Kropyvnytskyi and the founders of the Ukrainian theatrical tradition.
The community’s economic potential is based on a combination of industrial, agricultural, logistics, and entrepreneurial sectors, while its central location creates additional opportunities for business development and investment. At the same time, the community plays an important role in strengthening regional resilience, supporting military personnel and veterans, internally displaced persons, and critical infrastructure. Key development priorities include creating a safe and barrier-free community, modernizing healthcare and social infrastructure, developing human capital, and attracting investment to ensure sustainable economic growth.

INFORMATION ABOUT THE HEALTHCARE FACILITY
The Municipal Non-Profit Enterprise “City Emergency Hospital” of the Kropyvnytskyi City Council is a cluster hospital within the Kirovohrad Region hospital district and one of the region’s key multidisciplinary healthcare facilities. It provides specialized and emergency medical care 24/7 to residents of the Community and the wider region, as well as military personnel and internally displaced persons.
A unique advantage of the hospital is the largest stroke unit in the Kirovohrad Region, treating approximately 40% of all stroke patients in the region. Its modern surgical unit handles around 15% of all surgical cases in the region, ranking second after the regional hospital.
The hospital provides more than 100,000 medical services annually and has been actively developing rehabilitation care since 2022, particularly for patients recovering from strokes and musculoskeletal injuries. The integration of emergency, surgical, neurological, and rehabilitation care ensures a complete patient pathway — from emergency treatment to recovery and return to active life.

Its status as a cluster hospital, significant patient flow, and leading regional position in stroke treatment and surgical care generate strong demand for its services and substantial development potential.
POTENTIAL FOR REHABILITATION ANDINCLUSIVE CARE DEVELOPMENT
The development of rehabilitation services is particularly promising, as demand has increased significantly during the war, especially among military personnel, veterans, and civilians. The hospital’s existing experience in inpatient and outpatient rehabilitation provides a solid foundation for establishing a modern comprehensive rehabilitation center.
The project envisages equal and non-discriminatory access to medical and rehabilitation services for women and men, taking into account their specific needs. Creating a barrier-free, safe, and comfortable environment will contribute to an inclusive healthcare system.

The unfinished surgical building provides an existing infrastructure base for investment. Its completion and modernization will enable the establishment of a modern treatment and diagnostic facility with a strong rehabilitation component, ensuring a complete patient pathway — from emergency care to recovery.
