The Chernihiv City Territorial Community is one of Ukraine’s oldest historical and cultural centers, located in the north of the country, with significant human, infrastructure, and economic potential. Key development priorities include the recovery and modernization of urban infrastructure, energy resilience, development of a modern economy, attracting investment and international funding, as well as supporting entrepreneurship and human capital.
Promising areas include energy, processing industries, the circular economy, innovation, logistics, and urban development. Despite significant challenges caused by the full-scale war and its proximity to the border with the Russian Federation, Chernihiv demonstrates resilience, is actively recovering, and continues to develop international partnerships. The community’s strategic priority is to create a safe, modern, investment-attractive European city open to international cooperation.

Municipal Non-Profit Enterprise “Chernihiv City Hospital No. 3” of the Chernihiv City Council is a multidisciplinary healthcare facility that has been providing planned and emergency medical care to residents of the Chernihiv community and region since 1983. Each year, the hospital provides care to more than 8,000 inpatients and serves approximately 28,000 patients with active declarations. The facility has contracts with the National Health Service of Ukraine (NHSU) under 17 medical service packages.
The hospital has 220 inpatient beds and includes surgical, therapeutic, neurological, stroke, and rehabilitation departments, an anesthesiology and intensive care department, an outpatient department, and primary healthcare services. The facility employs 502 people, including 86 physicians and 502 nursing and other mid-level medical staff. Approximately 3,000 surgical procedures are performed annually, including a wide range of modern laparoscopic surgeries.
During the COVID-19 pandemic, the hospital was designated as a key healthcare facility in the region and treated more than 3,500 patients with COVID-19. Following the outbreak of the full-scale war, the hospital became one of the important healthcare facilities in Chernihiv Region, providing care to military personnel, veterans, and people affected by the war. Since 2022, 1,938 military personnel have received inpatient treatment at the hospital.
A particular area of development is comprehensive rehabilitation provided by a multidisciplinary team, including rehabilitation for military personnel and veterans following severe trauma, injuries, and amputations. The mental health care area is also being developed: the Mental Health Center of the “POVERNENNIA” network has been established at the facility to support military personnel, veterans, and their families.
